Number of textile dyeing units that operate in Sector 29 part-2 of Panipat of a total 400 units registered in the city. The Haryana Shehri Vikas Pradhikaran (HSVP) (then HUDA) had established Sector 29 part-2 in 2003 especially for dyeing units. Over 200 dyeing units are operating illegally in various areas of the district. Most of the industries in Sanoli and Bapoli areas in the city are discharging toxic waste water into the Yamuna in violation of norms.

Effluent treatment capacity of the CEPT, far below the inflow of effluent. Excess untreated water containing highly hazardous chemicals and colours therefore flows onto roads in Sector 29 part-2 or into the infamous drain number 1 and drain number 2 which carry the effluents to the Yamuna.

Presence of cyanide more than permissible limits, were found in the treated effluent by a team of Central Pollution Control Board (CPCB) inspectors during a check in May 2018. According to observations of this team, the CETP does not comply with the stipulated norms of effluent discharge standards with respect to parameters namely biological oxygen demand (BOD) 107mg/l against norms of 30mg/l; COD 257mg/l against norms of 250 mg/l; suspended solid (SS) 109mg/l against 100m/l and cyanide 1.4mg/l against norms of 0.2mg/l.

HSVP submits a plan for setting up a second CETP with 21 MLD capacity to MOEFCC for environmental clearance. The proposed plant will be set up on around 18 acres in Sector 29 part-2 at a cost of Rs 45 crore.

Central Pollution Control Board (CPCB) orders closure of 9 major export and dyeing units for flouting environmental norms. The units are Pan Overseas, Textile World, Shiva Furnishing, Aggarwal Processors, Great Eastern, Shree Balaji Woolen, Raj Overseas, Pan Foods, and Hand Fab Living. These units were identified as some of the most grossly polluting units as they are discharging effluents directly or indirectly on land and into water and can potentially cause adverse effects on land and water quality.

Bhure Lal, Chairman, Environment Pollution Control Authority (EPCA), inspects pollution in Panipat city along with officials of Haryana State Pollution Control Board (HSPCB) and Haryana Shehri Vikas Pradhikaran (HSVP) and pulls them up after finding industrial waste water flowing on the roads of Sector-29 Part-2 and finding industrial waste water flowing on roads and green belts of the sector.
